The personal attendance of Rose Nono Lin – the Filipino wife of Allan Lim – strengthened the connection between Pharmally Pharmaceutical Corp., which was involved in the overpricing of medical supplies during the Duterte administration, and the illegal Philippine offshore gaming operators (POGO).
During the questioning, Lin told the leaders and members of the House of Representatives' Quad Committee on November 7 that she has been married to Lim for 11 years and that she knew nothing about his other name in China, such as Lin Wei Xiong.
She denied that her husband, a Hong Kong citizen, was hiding in Dubai, and revealed to the House members that they only met on November 1 in the city-state, where Lim manages some of their companies, while she remained in the country.
Lin confirmed and admitted to panel chairman Rep. Robert Ace Barbers that Lim is indeed her husband, based on the photos shown by the congressman from Surigao del Norte. However, she denied the allegations that the foreigner was a drug trafficker.
Barbers, who chairs the quad committee, is also the head of the House Committee on Dangerous Drugs.
Lin shared that she met her husband in the early part of 2009 while she was still working at a hotel, and she mentioned that Allan Lim was a businessman and had been in the country since 2005. However, a birth certificate record of their child stated that their child was born on December 6, 2004.
During the hearing, Lin also admitted that POGO is just one of her businesses.
One of these is Xionwei Technology, which has been called the "mother of all POGOs" for lending licenses to several POGO companies across the country, including one run by the ousted mayor of Bamban, Alice Guo, and Lucky South 99 in Porac, Pampanga.
Lin also admitted that she appointed her nephew as a stockholder and incorporator of the holding firms she established, where Michael Yang – the economic adviser of former president Rodrigo Duterte – also became a partner.
She admitted to the quad committee that she and her husband controlled the majority of these companies, such as Paili Holdings, Xionwei Technology, and Full Win Group of Companies.
Rep. Dan Fernandez, co-chairman of the quad committee and chairman of the House committee on public order and safety, presented screenshots of conversations between Lin and their employees, Ted Lazaro and Alvin Constantino.
The messages showed that Lin instructed Constantino to retrieve their equipment in Porac, Pampanga after authorities conducted a raid and ordered its closure, in compliance with President Marcos' directive.
In a related news, Moro Lazo, the director-general of the Philippine Drug Enforcement Agency, confirmed during the same hearing that Lin Wei Xiong of Pharmally and Allan Lim – both of whom are on their drug list – are the same person.
"He (Lin Wei Xiong) is a drug personality. He was arrested in a shabu laboratory in Tagaytay in 2004," he revealed, referring to information from an agency informant and police colonel Eduardo Acierto regarding the identities of Lin, Allan Lim, and Wei Xiong Lin.
"Nakipag-usap kami sa isang kumpidensyal na impormante. Siya ay isang mapagkakatiwalaang impormante. Nang makipag-usap siya sa amin, hindi pa niya nakita ang presentasyon ni Colonel Acierto sa committee on dangerous drugs," sabi ng hepe ng PDEA sa quad committee.
"The details he provided to us corroborate some of the statements made by Colonel Acierto," he added.
According to the PDEA informant, Lin and Allan Lim also use the names Allan Lin, Jeffrey Lin, Jeff Lin, Ayong, Lin Wei Xiong, and Wen Li Chen. "These names have been confirmed through various statements heard in the quad comm."
