A businessman is accused of being the mastermind behind the kidnapping and killing of Anson Que. According to Arsenio “Boy” Evangelista, president of VACC, both Que and the suspect, David Tan Liao, are members of a Chinese organization.
Liao, who goes by the aliases Xiao Chang Jiang, Yang, Jianmin, and Michael Agad Yung, surrendered to authorities and was presented to the media along with accomplices Raymart Catequista and Richard Tan Garcia. They were arrested in Roxas, Palawan on April 18, while two other Chinese accomplices are being sought by the police.
According to PNP Chief P/Gen. Rommel Marbil, the case of the kidnapping and killing of Que and his driver, Armanie Pabillo, has been solved. Marbil stated that this was not a random abduction, but a pre-ordained operation of kidnap-for-hire led by Liao.
According to Marbil, Liao's group targeted people with unpaid debts or internal conflicts, and used violent methods to collect money. With the dismantling of the network, it was learned that five other cases of kidnap-for-hire were solved. The PNP encourages authorities to conduct a deeper investigation into the financiers of these operations.
