The National Commission on Indigenous Peoples (NCIP) in the Cordillera criticized social media influencer and Vendors Party-list fourth nominee Deo “Diwata” Balbuena for his "bad behavior" while wearing the traditional attire of an Indigenous Cultural Community (ICC/IPs) in the Cordillera.
According to the NCIP, Diwata's viral video caused a negative reaction from ICCs/IPs in the region.
"This sudden viral moment left a bad impression, angered the ICCs/IPs, and showed a lack of sensitivity to cultural appropriation," said their statement.
The said video, which has more than 1,800 likes and 263 shares, shows Diwata doing something while wearing traditional attire.
In the video, he said:
"Guys, we're back in Baguio, we can't complete our trip here if we can't wear Igorot costumes."
Because of this, NCIP condemned Diwata's use of the word “costume” instead of traditional attire, which they consider a misrepresentation of the culture of ICCs/IPs.
"In her vlog, Diwata calls the traditional attire of ICC/IPs a costume. Because of this, she seems to be devaluing the attire as a simple accessory or, worse, a mere decoration."
A Recurring Issue
According to the NCIP, Diwata may not have intended to offend, but his actions showed a deep problem in society.
"This incident has shown that more needs to be done to promote proper knowledge and respect for the culture of ICCs/IPs."
They also advised the owners of rental stalls and other businesses in Baguio to be more responsible in their culture and society.
"A tourist with the right cultural knowledge means a vlog that is not controversial and does not lack respect in the future."
The statement includes guidelines on the use of cultural materials and expressions of indigenous people, based on NCIP Advisory No. NA-2023-09-002.
"Sinumang magsusuot ng tradisyonal na kasuotan ng IPs at accessories nito ay kailangang kumuha muna ng permiso mula sa community na may-ari ng kultura."
"Cultural expressions such as songs, dances, chants, and rituals must be used with proper intention and respect."
Diwata is known for her viral pairing (braised beef stew with rice). Last week, she participated in the floral float parade of the Panagbenga Festival in Baguio, riding a float that read: "Reyna ng Maninindan Pilipino."
