
The Makati City Police, in cooperation with the Southern Police District, successfully arrested the two suspects involved in the abduction of a Taiwanese man opposite the Antel Corporate Center on Valero Street, Barangay Bel-Air—the rear side of the PBCOM building in Makati City.
The victim, Chang Wei Lin, was held at gunpoint by two Filipino men, Raymund Santiago, 32, and John Robert Alay, 29.
Incident Details
One of the suspects was carrying a gun and forcibly took the victim's cellphone. The incident was not immediately reported to the authorities and only came to light when the CCTV footage went viral on social media. After confirming the video, the Makati Police immediately patrolled and conducted an operation to track down and capture the suspects.
Pursuit and Arrest
During a follow-up operation on February 9, around 5 o'clock in the morning, the police saw two suspects riding a motorcycle and crossing Malugay Street, Barangay San Antonio, even though the direction was illegal. The police stopped them, but they tried to run away. During the chase, the motorcycle skidded and fell on the road. When the police approached, John Robert tried to pull out his gun but he was immediately neutralized.
Police Statement
According to PCOL Dela Torre, public safety is everyone's responsibility. He reminded the public to immediately report any crime to the authorities instead of prioritizing posting on social media. Response is faster and more effective if incidents are reported early.
The Makati Police continues to work with local officials and security personnel to strengthen security in the city.
Cases to be added
The suspects were brought to the Investigation and Detective Management Section (IDMS) of Makati Police for deeper investigation. They will face charges:
- Violation of Republic Act 10591 (Comprehensive Firearms and Ammunition Control Act)
- Section 304 of the Revised Penal Code (possession of lock-picking tools)
- Fleeing and disobeying authorities
