As of the morning of Thursday, September 12, strong typhoon Bebinca remains strong while strengthening the southwest, even though it is outside the Philippine Area of Responsibility (PAR).
Bebinca was last defeated 1,975 kilometers east of Central Luzon, or 1,930 kilometers east of Northern Luzon, in the Philippine Sea but outside the PAR.
The typhoon is moving north at a speed of 30 kilometers per hour (km/h) and continues to have maximum sustained winds of 95 km/h and gusts reaching up to 115 km/h. Bebinca has a chance of strengthening into a hurricane by the evening of Friday, September 13.
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) expects Bebinca to enter PAR on Friday afternoon or evening, and will be named Ferdie. It is also expected to exit the PAR soon after, possibly late Friday night or early Saturday, September 14, as it crosses waters near the northeastern boundary of the PAR.
Although Bebinca remains far from the Philippine island, it strengthens the southwest monsoon, which brings rain to different parts of the country.
According to PAGASA's advisory at 11 am on Thursday, the expected rains are as follows:
Now Thursday noon, September 12, through Friday noon, September 13:
- Moderate to heavy rainfall (50-100 millimeters) in Masbate, Eastern Visayas, Surigao del Norte, Dinagat Islands, Palawan, Antique, Negros Occidental, Negros Oriental, Zamboanga del Norte, Sultan Kudarat, Sarangani, and South Cotabato.
Friday noon, September 13, to Saturday noon, September 14:
- Heavy to heavy rainfall (100-200 mm) in Occidental Mindoro, Palawan, Antique, and Negros Occidental.
- Moderate to heavy rains (50-100 mm) in Cavite, Batangas, other parts of Mimaropa, Masbate, Sorsogon, other parts of Visayas, Zamboanga Peninsula, Misamis Occidental, Lanao del Norte, and Lanao del Sur.
Saturday noon, September 14, to Sunday noon, September 15:
- Heavy to heavy rains (100-200 mm) in Occidental Mindoro, Palawan, and Antique.
- Moderate to heavy rains (50-100 mm) in Cavite, Batangas, other parts of Mimaropa, Masbate, Sorsogon, other parts of Western Visayas, and Negros Island Region.
There may be flooding and landslides in the affected areas.
During the next 24 hours, the intensified southwesterly will also create moderate to rough seas in some areas:
- East coast of Mindanao (waves 1 to 3.5 meters high)
- West coast of Palawan, including the Kalayaan Islands (waves 1 to 3 meters high)
- West coast of Visayas (waves 1 to 3 meters high)
- East coast of Palawan, west coast of Mindanao, and south and east coast of Visayas (waves 1 to 2.5 meters high)
Small vessels are advised not to sail. PAGASA also mentioned that moderate seas are expected in the southern coast of Mindanao (waves up to 2 meters high) and recommended precautions or avoid sailing if possible.
